Kulik said opposition among lawmakers to having electric ratepayers pay for natural gas pipelines remains strong. He said the state shouldn’t be building more pipelines at a time when it needs to reduce greenhouse gas emissions.

House Bill 2616, filed by Rep. Stephen Kulik, D-Worthington, would double the limit on the allowable tax credit from $4 million to $8 million when milk production costs exceed the price of milk
“I see the potential for big problems with what he’s proposing,” State Rep. Stephen Kulik, D-Worthington said.
At a time when Dairy Farms are struggling to make ends meet, Kulik files bill to increase Dairy Tax Credit. Currently in the Joint Committee on Revenue, Kulik’s bill would increase tax credit allotment from $4 million to $8 million annually.
A bill filed by Rep. Stephen Kulik would add maple syrup as an official state emblem. Kulik said his district is home to several maple syrup producers and called the sugaring industry a growing part of the state’s agricultural economy.
Governor Baker signs into law Rep. Kulik’s bill that adds preschool into the regional agreements for both Mohawk, a K-through-12 district, and Hawlemont, an elementary school district.
Kulik said he was “disappointed” that the DPU failed to look at ordering any short-term solutions. “Our constituents are wanting service and they’re left without any solution. It’s very difficult for our region not to have that gas supply there.”
In 2008 legislators passed a law offering dairy farmers a tax credit to “offset the cyclical downturns in milk prices ” capped at $4 million annually. Rep. Stephen Kulik filed a bill to double the annual cap on the tax credit
The Massachusetts Broadband Institute allocated $870,000 for the purpose of bringing broadband internet to Shutesbury. “It has been a hard struggle,” Kulik noted. “It’s a partnership, and towns have been frustrated for a long time.”

“We depend on those dollars, and if they were to change or disappear because of efforts to repeal ‘Obamacare,’ we’d have to figure out how maintain the high percentage of insured people we have," said state Rep. Stephen Kulik
Kulik bill lays out three different sets of nutrition and food procurement standards that the state regulations would have to meet or exceed, ranging from a requirement that all food options be healthy to 30 percent healthy on the low end.
"Such a major policy change requires a transparent and participatory public process by the Legislature, not a directive developed in secret without public input," Kulik said.
